Diggs was born on September 20, 1998 in Gaithersburg, Maryland, a city in the United States of America. His parents are Stephanie Diggs and Aron Diggs. His father Aron passed away from severe heart failure in January 2008 at the age of 39. He also has two brothers: Stefon Diggs, a wide receiver currently playing for the Buffalo Bills, and Darez Diggs, a former football player for the Morgan State Bears and the UAB Blazers. He first attended Thomas S. Wootton High School, but decided to transfer to The Avalon School during his sophomore year.

As a junior, he had 78 receptions for 1,008 yards and 15 touchdowns; as a senior, he had 1,269 receiving yards. He was twice named to the All-Washington, D.C. Metro team at receiver. After graduating from high school, he enrolled at the University of Alabama, where from 2016 to 2019 he was an Alabama Crimson Tide collegiate football player. As a true freshman, he finished the season with 5 tackles, 1 forced fumble, 11 receptions for 88 yards, 1 touchdown, and 296 total return yards on special teams.
Diggs switched to cornerback full-time as a sophomore and took part in special teams, returning two kickoffs and 18 punts for 154 yards overall with a long of 21 yards. He started the first six games of the season as a junior and the first 12 games of the season as a senior in 2019.
